Mystery white package found near the Arizona border

A man was traveling through Arizona, and during his journey, he pulled over and exited his vehicle due to a pressing need to use the restroom. Upon completing his task and while walking back to his car, he noticed a large white block of an unidentified substance that may be related to illicit drug activity.
